Job Description

Vacancy for a Group Manager: Strategic Procurement in the Procurement portfolio. The successful incumbent will be responsible for overseeing the development, implementation and monitoring of organizational long-term procurement and supplier strategy that responds well to the organizational objectives. This position is based in Pretoria
• Develop and ensure the implementation of the Company long-term procurement strategy and BEE program to facilitate improvements for procurement services;
• Develop sourcing and procurement activities that are aligned to and support key organisational initiatives such as enterprise development and knowledge dissemination;
• Ensure the implementation of procurement strategies across the organization and report to EXCO on organisational performance against targets;
• Implement best practices in procurement strategies and supplier management;
• Ensure compliance with the PPPFA requirement and Treasury Regulations;
• Analyze the market and delivery trends to develop procurement technologies and processes that support those trends;
• Update procurement strategies based on changing market trends;
• Build market intelligence capabilities within the procurement team on key markets, suppliers and solutions to support strategy development;
• Oversee the development and execution of sourcing strategies across all categories within span of control;
• Maintain strong working relationships with strategic suppliers and ensure that the organisation’s strategic interests are considered in such relationships;
• Ensure organisational procurement targets and guidelines are set and identify areas of improvement;
• Continually guide Operating Units, National Research Centres and Shared Services to achieve optimum performance levels and business results;
• Conduct business review meetings with key stakeholders to assess risk, review future strategies, and identify potential cost savings and improvement opportunities;
• Lead rigorous and objective contract negotiations and build effective relationships with key internal stakeholders;
• Ensure the development and implementation of procurement policies, procedures, processes, standards, controls and performance metrics;
• Define procurement supporting electronic system requirements that are aligned to the Company procurement strategy and vision.

Job Requirements

• A minimum of a postgraduate qualification with at least seven to ten years’ experience in procurement and supply chain, with at least five years in a senior management role; • Knowledge of procurement best practices including sourcing strategies to support cost reduction programmes and different mechanisms for procurement; • Knowledge of developing the BEE Scorecard and understanding of various sectoral charters especially the preferential procurement component; • Thorough knowledge of the Public Finance Management Act(PFMA) and other relevant treasury regulations; • Strategic thinking and decision making skills; • Analytical thinking and problem solving skills; • Planning, organizing, flexibility and adaptability skills; • Attention to detail, verbal and written communication skills. • Customer service orientation, influencing and negotiation skills; • The ability to build a successful team and strategic relationship
